Round Flow

1. Briefing phase (`speak`): bluff, coordinate, threaten.

2. Human coaching opens every N rounds (configurable), then closes on timer.

3. Operations phase (`use_ability`): `gather_intel`, `research`, `counterintel`, or sabotage a rival by name/id.

4. Resolution: network changes apply, exposure checks eliminate reckless agencies.

Timing Configuration

Tune coaching cadence and turn timing with: `SPIES_PHASE_TIMEOUT_MS`, `SPIES_HUMAN_INPUT_INTERVAL_ROUNDS`, `SPIES_HUMAN_INPUT_WINDOW_MS`, and `SPIES_MAX_ROUNDS`.
